Pension savings insurance

Discount of 20 euros with each new registration for an ING Life Star Plan or an ING Life Pension Plan (subject to acceptance of your file by NN Insurance NV and to mutual agreement) for all applications submitted to ING Belgium SA/NV between 01.01.2017 and 31.12.2017. Offer only intended for employees of a partner enterprise in ING’s Privilegio programme (list available on request) who still do not have an ING Life Star Plan or ING Life Pension Plan on 01.01.2017.

ING Life Star Plan:

Definition

The ING Life Star Plan, a product under Belgian law developed by NN Insurance Belgium SA/NV, is a Branch 21 life insurance policy with a savings component (savings insurance) with flexible premiums and a guaranteed interest rate for the net premiums paid in. This product is subject to Belgian law.

Objective

The purpose is to accumulate pension capital at your own speed and with utmost security, and to benefit from a tax reduction of up to 282 euros (for income year 2017 - assessment year 2018), not including any supplementary municipal taxes. The tax reduction corresponds to 30% of the premiums paid in.

Return

This guaranteed interest rate applies to the net premium paid in and is guaranteed for that premium during the whole duration of the contract. However, the interest rate is not guaranteed for future premiums. Since 03.02.2017 the guaranteed interest rate has amounted to 1.25% (excluding costs and taxes). The return applies until it is modified by NN Insurance Belgium SA/NV. The client will be informed of such modification in his or her annual statements. The profit sharing percentage varies every year and cannot be guaranteed. Profit sharing amounts depend on the overall economic situation and the results of NN Insurance Belgium SA/NV.

Risk

Bankruptcy of the insurance company:
Life insurance contracts are the subject of a special fund that is managed separately within the insurer’s assets. In case of the bankruptcy of the insurer, those assets are first and foremost intended for the fulfilment of obligations towards policyholders and/or beneficiaries.

Protection fund

Since 01.01.2011 NN Insurance Belgium SA/NV has been a member of the Special Fund for the Protection of deposits, life insurances and the capital of approved cooperative companies (established by the Royal Decree of 14.11.2008). The protection of the Special Fund covers life insurance policies with a guaranteed return that fall under branch 21 (which includes ING Life Star Plan). It is limited to the surrender value of the contracts up to an amount of 100,000 euros for all covered contracts that are entered into by the same policyholder with NN Insurance Belgium SA/NV. Address of the Special Fund for the Protection of deposits, life insurances and the capital of approved cooperative companies: Deposit and Consignation Office, Avenue des Arts/Kunstlaan 30, 1040 Brussels.

Premium amount and duration

Minimum premium of 25 euros per month or 300 euros per year, maximum premium of 940 euros (income year 2017 - assessment year 2018). The contract has a duration of at least ten years starting on the effective date. The end date set out in the insurance contract is at the earliest the date on which the insured reaches the age of 65 years. Up to the age of 64, Belgian taxpayers are entitled to invest an annual amount (currently a maximum of 940 euros; income year 2017 - assessment year 2018) in this pension savings insurance under favourable tax conditions.

Expenses

Entry fee: 3% on each premium paid-in. Surrender fee: 5% (decreasing over the last five years of the contract). Rates as at 03.02.2017, subject to change after prior notification (via the information sheet) before subscription.

Tax treatment

Based on the current tax legislation, the following regulations apply:

  • No premium tax is payable on deposits.
  • For the premiums paid in, the policyholder can benefit from a tax reduction within the framework of pension savings.
  • Payments are eligible for a tax reduction until 31 December of the year in which the policyholder reaches the age of 64.
  • When the policyholder reaches the age of 60*, an advance levy of 8% is in principle due on the total savings reserve (excluding profit sharing). This levy is discharging in nature, and after its collection the capital is not subject to any other taxes on the expiry date.
  • In case of surrender before the expiry date of the contract, depending on the circumstances withholding tax or a tax on long-term savings of 8% or 33%** will be due on the capital.
  • In case of death before the age of 60, withholding tax of 8.08% will apply to the capital.

For contracts with a reserve on 31.12.2014, for each year between 2015 and 2019, 1% of the tax will be levied in advance each year. The amount of the advance levy will be calculated based on the amount of the reserve as at 31.12.2014. The total amount of these advance levies will then be deducted from the taxes owed.

* If the contract is entered into by a policyholder who is 55 years of age or older, the tax is due on the tenth anniversary of the contract entering into force.
** 8.08% or 33.31% for withholding tax.

This is applicable to an average retail client, private individual and resident of Belgium. The tax treatment depends on the individual situation of each customer and may be changed later.

Value of the contract (reserve)

Each year, the policyholder receives an annual statement from NN Insurance Belgium SA/NV indicating the value of his or her contract on 31 December of the previous year.

Complaints management

In case of a complaint you can contact ING - Complaints Management, Cours Saint-Michel/Sint-Michielswarande 60, 1040 Brussels, or send an email to klachten@ing.be. If the dispute cannot be resolved in this manner, you can contact the Ombudsman for financial disputes, North Gate II, Boulevard Roi Albert II/Koning Albert II-laan 8, 1000 1040 Brussels (www.ombudsfin.be) or, for insurance contracts, the Insurance Ombudsman, Square de Meeûs/de Meeûssquare 35, 1000 Brussels (www.ombudsman.as).

Registered office: avenue Marnix/Marnixlaan 24, B-1000 Brussels - Brussels RPM/RPR - VAT: BE 0403.200.393. BIC: BBRUBEBB - IBAN: BE45 3109 1560 2789.

A pension savings fund is a collective investment undertaking (CIU) managed in the exclusive interest of its shareholders with the sole purpose of investing in financial products. The capital of the CIU increases or decreases depending upon shareholder entry to or exit from the fund.

Purpose and return:

Star Fund targets long-term capital growth. The purpose is to accumulate pension capital at your own speed, and to benefit from a tax reduction of up to 282 euros (for income year 2017 - assessment year 2018), not including any supplementary municipal taxes. The tax reduction corresponds to 30% of the premiums paid in. The fund invests in a balanced portfolio of shares, bonds and liquid assets, primarily in euros, in accordance with the legislation applicable to funds and the tax regulations of the pension savings funds. It only invests in listed companies of the member states of the Organization for Economic Cooperation and Development (OECD). The portfolio is distributed over several assets categories and is diversified in the geographical and sectoral fields. This diversification makes a long-term potential return possible.

Risks:

The main risks to be considered are:

  • In connection with the financial instruments that are used to achieve the investment objectives, the market risk, consisting of past performance as well as the potential future development of the markets, is high.
Various factors may influence these financial instruments, such as for instance the development of the financial markets and the economic situation of the institutions of the financial instruments, the overall state of the global economy, and the political and economic context of each country. The value of the Star Fund shares may also increase or decrease depending on the development of the financial markets.
  • The expected credit risk (risk of the counterparty) of the underlying investments is considered to be average.
  • Moreover, the currency risk may influence the performance of the sub-fund.
No guarantee whatsoever is given on returns and/or recovering the initial capital. Moreover, amounts invested in a CIU are not covered by the Deposit and Financial Instrument Protection Fund. This tax legislation is subject to change.

Minimum amount and duration:

The minimum amount required is 24 euros a month. The maximum amount is 940 euros per year ((for income year 2017 - assessment year 2018). Up to the age of 64, Belgian taxpayers are entitled to invest an annual amount in this pension savings fund under favourable tax conditions. The pension capital (consisting of the periodic purchase of shares) may be liquidated at the request of the client, at the best time. The ING Star Fund pension savings fund has no due date.

Expenses:

Issuance fee: 3%; exit commission: 0%; management fee: 1.17%, of which 1% (maximum) management fees per year (rate applicable as from 01.05.2015 variable after prior notice, before and after subscription).

Tax treatment

Income from Star Fund is not liable to withholding tax (under current legislation). Once you reach the age of 60, you only pay a “one-off tax on long-term savings” of 8% (under current legislation). The amount of this tax is calculated on the total premiums paid in, capitalised at a flat interest rate of 4.75%.

The tax regime applies to natural persons (at least 18 years and younger than 65 years), residing in Belgium at the time of subscription. The tax treatment depends on the individual circumstances of each customer and may be changed later.

Value of the contract (reserve)

The net asset value is calculated in euros. It is published in the financial press on each Belgian bank working day, and also on the website https://www.nnip.com.
